John F. Scoggins, PhD, MSc has over 30 years of professional experience in providing economic analysis expertise for universities, government and private industry. Over the years he has provided consultative services and expert witness testimony in dozens of matters before federal and state courts of law.
Dr. Scoggins is a healthcare economist with articles in peer-reviewed journals such as Health Economics, the Journal of the National Cancer Institute and the Journal of Occupational and Environmental Medicine. He also has numerous publications in non-health related journals such as the National Tax Journal and the Journal of Forensic Economics.
Expert Witness Services
In 2010 Dr. Scoggins completed a two-year post-doctoral training program at the internationally-renowned Fred Hutchinson Cancer Research Center. He has served as a consultant for the Centers of Medicare and Medicaid Services and the Veterans Health Administration as well as testified in court and in deposition for numerous healthcare litigations.
Dr. Scoggins has testified in numerous cases where he rendered an opinion on the discounted present value of lost earnings and life-care plans for both plaintiffs and defendants.
Dr. Scoggins has consulted and testified in litigation concerning both race and age employment discrimination.
